Senator Weld moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for Com. Sub. for Senate Bill 173 - A BILL to amend and reenact §16-2R-2 of the Code of West Virginia, 1931, as amended; and to amend the code by adding three new sections, designated §5A-3-64, §16-2R-10, and §16-2R-11 relating to prohibiting abortifacients; defining terms; creating criminal penalties; providing for revocation of medical license in certain circumstances; creating civil cause of action; providing exceptions to applicability; requiring attestation; establishing findings of the Legislature; forbidding the State of West Virginia, any political subdivision thereof, and spending units of state government from entering into contracts with persons or entities that manufacture or distribute abortifacients; and providing for rulemaking.
